Administration
The Borough Administrator, appointed by the Mayor with the advice and consent of the Council to serve as director of the Department of Administration, functions as the Borough's Personnel Officer and Purchasing Agent, and has responsibility for supervising the day-to-day operations of the municipal government.
Human Resources
The Department of Administration is tasked with overseeing the administration of the Borough’s human resources policies and practices, including recruitment, training, benefits and labor relations.
Purchasing
As purchasing agent, the Borough Administrator will advertise for bids or issue Requests for Proposals for goods and services needed by the Borough. The Borough is governed by New Jersey’s Local Public Contracts Law and other regulations in its contracting practices.

The Borough is governed by the state's "pay to play" law for contracts awarded in excess of $17,500. If a contract is not awarded by a "fair and open" process, as defined in the law, or the contractor cannot have made a contribution of more than $300 to a political party or candidate committee of a member of the governing body in the year prior the award of the contract and/or during the life of the contract. All contracts in excess of $19,375 for "construction, reconstruction, demolition, alteration, or repair work, or maintenance work, including painting and decorating" are subject to New Jersey state law requiring Contractor Registration and payment of Prevailing Wage Rates.
State law provides that a copy of the Business Registration Certificate issued by the New Jersey Department of Treasury shall be provided at the time any bid or Request for Proposal is submitted; failure to do so is a fatal defect that cannot be cured. Contractors are responsible for notifying subcontractors. Upon request, the Borough will place public information notices for non-profit organizations on the community bulletin board appearing on both Cablevision 77 and Verizon FiOS Channel 28. To request information be posted, please call Administration 973-427-1168.
The Borough also issues public notices via it’s Nixle messaging service. We encourage all residents to register for this service.

A Filming Permit (PDF) issued by the Borough Administrator is required for filming that takes place upon a public roadway or sidewalk, or on municipal property. Reduced fees are available for non-profit organizations.
